  • REMINDER: The online HSA-Alt testing window will close this Thursday, May 31st at the end of the school day. All online HSA-Alt tests for ELA, Mathematics, and Science must be completed and submitted via the Test Delivery System by the end of the school day on May 31st. Please be sure to return all printed test kit materials (posters, etc) to your Test Coordinator as soon as testing is complete.

  • Per the May 2, 2018 memo from OITS, the Remedy ticketing system has been replaced with the ServiceNow system for Information Technology support. Test and technology coordinators experiencing problems related to network connectivity should submit a ServiceNow ticket at help.hidoe.org, or call the IT Help Desk at 564-6000, neighbor islands may call 8-1-808-692-7250 (HATS). ServiceNow user guidelines, FAQs, and a link to submit tickets are available on the staff Intranet https://intranet.hawaiipublicschools.org/offices/oits/stsb in the “Instructional” area and from the Knowledge Base area in ServiceNow. Other testing issues not related to the network should continue to be escalated to the AIR Help Desk.

  • The Assessment Section has sent a Survey Monkey link to all staff and certified HSA-Alt Test Administrators who administered a HSA-Alt assessment between February 20, 2018 and May 4, 2018. If you receive this link, please take five minutes to complete the 2018 HSA-Alt Test Administrator survey. The feedback that you provide by completing the survey will be used by the Assessment Section to improve future Test Administrator training and support. Staff and certified HSA-Alt Test Administrators who administered an HSA-Alt assessment after May 4, 2018 will receive a Survey Monkey link later this month. If you have any questions, please contact Susan Forbes at the Hawaii DOE Assessment Section via Lotus Notes.

All paper/pencil HSA-Alt test scores for ELA, Mathematics, and Science must be entered into the Data Entry Interface by the end of the school day on May 25th. The online HSA-Alt testing window will close on Thursday, May 31st. All online HSA-Alt tests for ELA, Mathematics, and Science must be complete and submitted via the Test Delivery System by the end of the school day on May 31st.   • The Hawaii DOE is partnering with South Carolina and Wyoming to field test items for the HSA-Alt assessments this year. Student responses received between February 20, 2018 and May 7, 2018 will be reviewed to help test developers understand student performance. The Assessment Section encourages all HSA-Alt Test Administrators to complete online HSA-Alt testing by May 7, 2018 so that data from Hawaii's alternate students may be reviewed. HSA-Alt students testing from May 8 - 31, 2018 will still be required to complete field test items during testing; however, student responses received after May 7 will not be used for tri-state review.

  • As a result of exceeding the 1% federal guideline for alternate test participation, Hawaii submitted a waiver to the USDOE in November, 2017 that included Hawaii's plan to limit the over-identification of alternate students in the state.  Hawaii's plan was approved this month and contains the following HIDOE action items: (1) Provide oversight of state complex areas that exceed the one percent cap on alternate test participation; (2) Require state complex areas to submit justification for the need to exceed the one percent cap; and (3) Verify that IEP teams are: using the HSA-Alt Participation Guidelines and considering the range of accessibility features and accommodations available for the general assessment before determining alternate program placement, and informing parents of the basis for the alternate test and how participation in such assessments may delay or otherwise affect students from completing the requirements for a regular high school diploma.   • The TIDE system has added the “Discrepancy Resolution System” (DRS) feature in the “Data Management” dropdown to help users identify non-participated students at their schools. Users should use this feature to enter the applicable “Reasons for Non-Participation (non-participation code)” for each student and test. Once every student on this list generated in the DRS has a non-participation code, there should be no names left to view. To access the DRS, select the "Data Management" dropdown and then click "Discrepancy Resolution." For additional information on how to use the DRS, please refer to the HSAP TIDE User Guide 2017-2018.

  • The Hawaii DOE Assessment Section has released a memo regarding the Hawaii State Assessment-Alternate (HSA-Alt) identification process, including details about the HSA-Alt Participation Criteria. School IEP teams area encouraged to review the memo prior to meeting to review each student's current academic achievement and functional performance to determine the student's participation in the appropriate state-wide assessment(s). The memo may be accessed by clicking here or via the Resources > Hawaii DOE Memos section of the HSA-Alt portal.

  • Field Test Administration Guidelines in the Spring 2018 Guide to Navigating the Online HSA-Alt (see pages 44-45) have been updated. HSA-Alt Test Administrators must ensure that all of the following take place for the final field test portion of this year's test: (1) Manual adjustment of the Text-to-Speech rate; (2) Selection of both ear icons for ELA and Science items in order to hear stimulus, question, and answer options; (3) Expansion of stimulus visual to see full image (using expanded passage tool); and (4) Pressing medium-size "Next Item" icon above question to enter student response (if icon cannot be seen, close the Navigation Bar).

  • Update (4/2): The search service on the Digital Library is back online. Original Post (3/30): The search service on the Digital Library is presently not working. The outage started at approximately 4:20 p.m. Pacific time on Thursday, March 29th. All other Digital Library features continue to function. The Smarter Balanced Operations team is currently diagnosing the problem. AIR will post another announcement once an update has been received from the Digital Library team.

  • Updated HSA-Alt Training Tests are now available for all grade bands and content areas. The updated Training Test site includes the Learner Characteristics Inventory (a separate training form), and each updated Training Test includes examples of the Student Placement Questionnaire (at the start) and new training items (at the end) similar to the field test items found at the end of this year's summative test. The Assessment Section recommends that HSA-Alt Test Administrators use the updated Training Tests to practice the following field test navigation skills with students: 1) Selecting an answer option (notice that a blue check mark appears in the corner of the answer option card); 2) Changing an answer option by selecting another option (notice that the blue check mark shifts to the most recent selection); 3) Closing the Navigation Bar by clicking the Full Screen icon (notice a small green "NEXT" arrow above each field test item when the Navigation Bar is closed). NOTE: The field test exemplars on the Training Test use human recorded audio while the field test items on this year's summative test use text-to-speech. For additional information on slowing text-to-speech delivery speed during the summative assessment, see pages 34 and 44 of the Spring 2018 Guide to Navigating the Online HSA-Alt.

  • Attention HSA-Alt Test Administrators: The Assessment Section is asking for your assistance with the delivery of the field test items this year. The current TTS delivery speed of the field test items needs to be manually slowed down.  In addition, Alt Test Administrators are asked to demonstrate to students how to click the small ear icon under each answer option to hear them for a second time. Field test navigation instructions can be found on pages 34 and 44 of the Spring 2018 Guide to Navigating the Online HSA-Alt.

  • Attention School Test Coordinators,

    At 10 a.m. on Wednesday, March 14, many students across the country and here in Hawaii are planning to walk out of class in honor of the 17 students and faculty who lost their lives in the Florida school shooting. Please take a look at your testing schedules and make sure that you are not planning test sessions that will be interrupted by this walk.  Remember: 

    • If a student is taking a test, the test must be paused before she or he leaves the room.
    • The 20 minute pause rule applies.  Once a test is paused for more than 20 minutes, students will be able to get back into the test BUT will be unable to revisit the items that were already answered. With appropriate planning, Grace Period Extensions should not be necessary.

  • Apple’s recent update to their iOS, 11.2.5, contains important security updates. AIR recommends that iOS 11.2.5 be used as the minimum version of iOS 11 for student testing. Please note, devices running other supported versions of iOS (9.3 or 10.3) are not affected by these security risks and are not required to be updated to iOS 11.2.5.

  • The testing window for the HSA-Alt Assessments in ELA, Mathematics and Science will open on Tuesday, February 20th. The HSA-Alt online administration testing window will remain open until Thursday, May 31, 2018. The HSA-Alt paper/pencil administration testing window will remain open until Friday, May 25, 2018. Printed posters needed for online administration of ELA and Mathematics arrive in schools by February 16th (no printed materials are needed for Science). HSA-Alt Test Administrators should check with their school's Test Coordinator to collect these materials by February 20th. If a school has not received their HSA-Alt materials for online administration by February 20th, please contact the Help Desk at 1-866-648-3712 or hsaphelpdesk@air.org.

  • The updated Spring 2018 HSA-Alt online TA Certification Courses for Online (iPad) Administration and Paper/Pencil Test Administration are now available for returning Test Administrators who will not attend a face-to-face training session in February 2018. Users may access the courses by clicking on the "Online TA Certification Course" link on the right side of the HSA-Alt home page or by clicking this link. The courses can also be accessed in the "Training Sites" section, after clicking on either the "Teachers" or the "Test Coordinators/Administrators/Second Raters" link on the left side of the homepage. You must have an active TIDE account in order to log in and complete the course. AIR recommends using either the Chrome or Firefox browser to access the course.

  • The updated version of the Secure Browser is now available for Mac OS 10.13 and can be downloaded via the Secure Browsers page. The updated browser must be installed on each computer that has Mac OS 10.13 and will be used for online testing during the 2017-2018 school year, and should be used for all assessments in the Hawai'i State Assessment Program: the Smarter Balanced Interim and Summative Assessments, HSA Science Assessments, HSA Alternate Assessments, and End-of-Course Exams. Any previous versions of the Secure Browser will automatically be deleted once the new browser is installed. Information on how to install the Secure Browser can be found in the 2017-2018 Secure Browsers Installation Manual.

  • Test and technology coordinators at schools using Macs for Smarter Balanced testing should not update their test devices to Mac OS High Sierra, as the Secure Browser will not work with this OS.  Test coordinators should immediately inform their technology coordinators and teachers using Macs for administering either the summative or interim assessments that they should not update their operating system, otherwise, the current secure browser will not work.  An announcement will be made through the Assessment News when an updated, compatible browser is available. REMINDER: Operating systems that become available but do not appear on the Supported Browsers page on the portal are not supported. Do not upgrade to new operating systems on computers that will be used to administer online assessments without ensuring the updates meet the required specifications.

  • Student scores for the HSA-Alt Spring 2017 ELA and Math operational assessments are now available in the Online Reporting System (ORS). The updated cut scores for all HSA-Alt assessments are available here and the updated Performance Level Descriptors (PLDs) for the ELA and Math assessments are available here for ELA and here for Math. State Aggregates will be displayed once they have been calculated.

  • The updated Secure Browser for Hawaii SY 2017-2018 assessments will be available to schools beginning July 31st. The updated Secure Browser for Windows and Mac OS X computers will be available on July 31st. The updated Mobile Secure Browser for Mac iOS and ChromeOS devices will be available in the respective app stores by August 15th. AIR is continuing development of the updated Secure Browser for Linux operating systems and updated Mobile Secure Browser for Android devices. Further updates regarding their release date will be provided in early August via announcements and in the Assessment News. Updated Secure Browsers will be available on/after the listed dates at the HSAP Secure Browsers page on the HSAP Portal: http://alohahsap.org/HSA/browsers/.

  • As part of the system roll-over for the new school year, all HSAP system user passwords have been cleared. Please review the instructions in this Word document to create a new password for the 2017-2018 school year. All user accounts which had access to HSAP systems in 2016-2017 will continue to have access this year, although users are required to reset their password. If a user should no longer have an account, their school test coordinator should follow the process outlined in the TIDE User Guide to remove their system access.

To avoid potential issues, please clear your cache and cookies prior to taking the course, make sure you click "EXIT" before closing your browser, and complete the course on a desktop or laptop device.

All teachers with a Lotus Notes email address ending in "@notes.k12.hi.us" are now able to self-register for Digital Library account access. Go to www.smarterbalancedlibrary.org, click the "Register for the Digital Library" button, and enter your name and email address ending in "@notes.k12.hi.us." NOTE: Schools that use Yahoo, Gmail, or other non-Lotus Notes email addresses cannot use the self-registration feature at this time and should contact the Help Desk to register for a Digital Library account.

  • Phase II of the HSA-Alt IFT for Writing will be administered to HSA-Alt eligible students in grades 4-9, and 12 during a four-week testing window from September 26 through October 28, 2016. All HSA-Alt eligible students, as identified in their IEPs, in these grades need to participate in the IFT. The Fall 2016 Test Administration Manual and Fall 2016 Test Coordinators Manual are now available for review, posted on the www.test-alohahsap.portal.airast.org HSA-Alt web portal in the Test Coordinators/Test Administrators Resources section.

    This field test will only be administered to students online, so no paper/pencil testing materials will be available. Test Coordinators (TCs) need to check with their Test Administrators (TAs) to ensure all iPads used for testing have been updated with the most current supported operating system and secure browser. Please review the instructions in this Word document to create a new password for the 2016-2017 school year.   • The updated version of the Secure Browser (9.0) for Windows and Mac OS X is now available for download via the Secure Browsers page. The updated browser must be installed on each computer that will be used for online testing during the 2016-2017 school year, and should be used for all assessments in the Hawai'i State Assessment Program: the Smarter Balanced Interim and Summative Assessments, HSA Science Assessments, HSA Alternate Assessments, and End-of-Course Exams. The previous version of the Secure Browser will automatically be deleted once the new browser is installed.   • REMINDER: Test Coordinators are to enter the reason for non-participation for any student who did not participate in the administration of the Smarter Balanced Assessments, HSA Science assessments, HSA-Alt assessments, or Biology I EOC Exam in the Test Information Distribution Engine (TIDE) under the "Reasons for Non-Participation" tab. If the reason is not listed, choose "Other." For example, a student is an English Language Learner (ELL) and in the first year in a U.S. school. This student is included as a non-participant in "Other." The Reasons for Non-Participation User Guide provides additional information on how to use the ORS to generate a report of non-participants and then how to enter the reasons for non-participation in TIDE.     Apple has released iOS 9.2. iOS 9.2 resolves security issues that were present in iOS 9.0 and 9.1. If you have iPads running iOS 9.0 or 9.1 that are being used for secure assessments, please update the iPads to iOS 9.2 as soon as possible. iOS 9.0 and 9.1 will be blocked for all testing prior to the start of the HSAP operational testing windows.

  • Phase II of the HSA-Alt IFT for Science will be administered to HSA-Alt eligible students in grades 5, 9, and 12 during a six week testing window from August 31, 2015 through October 2, 2015. All HSA-Alt eligible students, as identified in their IEPs, in these three grades need to participate in the IFT.

    This field test will only be administered to students online, so no paper/pencil testing materials will be available. Test Coordinators (TCs) need to check with their Test Administrators (TAs) to ensure all SY 2015-16 grades 5, 9, and 12 HSA-Alt eligible students in the school received an iPad during 2014-15 through the Assessment Section's 1 to 1 iPad program. To request iPads for HSA-Alt students who did not receive an iPad during 2014-15, TAs must send the 10-digit SSID for each student, the name of each student’s TA, and the school name to hsa-alt@notes.k12.hi.us. Please note that the number of i-Pads available is limited.

  • The updated version of the Secure Browser for all operating systems is now available for download via the Secure Browsers page. The updated browser must be installed on each computer that will be used for online testing during the 2015-2016, and may be used for all statewide testing including Smarter Balanced Interim and Summative Assessments, HSA Science Assessments, HSA Alternate Assessments, and End-of-Course Exams. The previous version of the Secure Browser will automatically be deleted once the new browser is installed. Information on how to install the Secure Browser can be found in the 2015-2016 Secure Browsers Installation Manual.   • Principals, Test Coordinators, and Teachers are able to access the 2014-15 scores for students who have withdrawn from your school in the Online Reporting System by clicking on Score Reports and then using the third radio search button "Scores for students who were mine when they tested during the selected administration." The user will need to select his/her complex area information, click on a grade level and subject, and search for the students by names, not SSIDs. Then the scores for all students tested, including the withdrawn students, can be viewed. If a user has no withdrawn students, he/she can use the first radio search button "Scores for students who were mine at the end of the selected administration" and search for the students by SSIDs. Then the scores for all students tested that do not include any withdrawn students can be viewed. For more information, please see pages 17-18 in the 2014-2015 Online Reporting System User Guide.

  • An update for Technology Coordinators: The HSAP portal website was recently moved to a new server which has a different IP address. The IP address for test-alohahsap.portal.airast.org is now 184.106.55.81. If a user enters the domain to get to the portal they will be directed to the new server automatically, but if your school blacklists IP addresses to only allow access to specific sites on their network, then you will need to whitelist the new IP address.

  • NOTE: The recently announced HSA-Alt iPad Training Workshops are intended only for teachers of students eligible to take the HSA-Alt Assessment. The Student Assessment Section (SAS) was able to fund a 1 to 1 program of iPads for these students this school year. To support teachers of these eligible students, SAS is also providing training on how to set up and use the iPads. This is NOT the training on how to administer the HSA-Alt assessment. That training will take place in January 2015. For this reason, and due to limited space and funding to provide this training, only teachers who directly teach these eligible students should attend these workshops.

Schools that receive Family Reports and Data Labels for their 2013-14 5th, 6th, and 8th graders must forward these reports and labels to the appropriate intermediate / middle or high schools where these students are enrolled for 2014-15 by Friday, August 29, 2014 to ensure that the family reports are distributed to the parents by Friday, September 12, 2014. The webinar will cover the basics of the HSA-Alt tablet administration, such as how to set up the secure browser, set up a test session, log the student on to the test session using the secure browser, and how to start, pause and end the test session. Please note that test kit boxes are addressed to the attention of the Test Coordinator at each school.  Efforts were made to identify the names of all Test Administrators (TAs) in order to preassign and ship the test kits, but we could not be sure we had all TAs identified.  We therefore felt it would be better to address the kits to the school's Test Coordinator, who would then assign and distribute the test kit(s) to the appropriate TAs in their school. Test Coordinators should distribute all test kits materials to TAs as soon as possible (no later than the opening of the testing window on March 3rd) and ensure that all TAs and Second Raters are entered into TIDE in the role of Test Administrator (TA).

  • The Test Information Distribution Engine (TIDE) is now online for the 2013-2014 HSAP administration. The updated TIDE User Guide is posted in the resources section of the Alt portal. Principals may now begin entering their school's Test Coordinators into the TIDE system

  • Returning Test Materials to AIR Schools with regular UPS deliveries should affix a UPS Return Service (RS) label, supplied in the TC kit, to each box being returned. (Please remove any other shipping labels.) Give the box(es) to your regular driver by May 8, 2013. Schools that do not have regular UPS deliveries should contact the AIR Help Desk (1- 866-648-3712) by May 8, 2013 to schedule a pickup.

  • Attention Test Administrators and Second Raters, please note that the HSA-Alt testing window will close on Friday, May 3, 2013. Due to a very tight timeline for data reviews and standard setting, we are unable to grant any extensions to this deadline. Please enter scores for any test items you have administered to students by that time, even if you did not have a chance to complete the testing.

  • The Data Entry Interface (DEI) will be reopened at 8:00am (HT) on Thursday, May 9 through 4:00pm (HT) on Friday, May 10th so that Certified HSA-Alt Test Administrators and 2nd Raters can complete entering any remaining student results. This will be the absolute Final time that the DEI will be available.
